UI - Birthdate maximum age restriction

To help prevent users entering incorrect birthdates and to ensure data integrity with external sources Birthdate should be restricted.

@steveburtch @Apt766525 FYI - we need to dig into this a bit. Currently Address Change BC restricts birthdates to 130 years in the past, we should find out if Services Card has any restriction on max age.

Updating to include BA label. This will be moved into the product backlog on the BA board.

FYI @mstanton1 to me this is more important if we want to sync with BCSC or make our data compatible with theirs (particularly for the profile). I don't know that it's MVP if we aren't using a BCSC-based profile.

@forgeuxGH5 thanks for the feedback. I will update this to fit into the profile epic. My hope is with the initial launch the component we use already has some validation to improve data quality.

Closing for now and adding this consideration to our enhancement list. We cannot restrict any values until the internal transparency register no longer exists, as we must allow users to enter what is in that register.
