UI Bug - LETA - Staff able to move to Review and Confirm without deleting all owners and added ADMIN

When I start a Transfer to Administrator (LETA)
And there are multiple owners
Staff needs to remove all existing owners and add an administrator
Validation message appears in homeowners table
but staff is not stopped from going to review and confirm screen when there are errors (they should be stopped)

To Fix:

• fix validation on Review and Confirm button
• missing button validation message, red bar, autoscroll and
• errors should stop staff from going to review and confirm when there are errors on first screen
