Add solr update call via BOR api on new submissions. If failure, log error and continue

get business info from lear (19213 will implement the entity service)
convert payloads to match what BOR-API expects for an update
BOR-API service with error handling
tests
update BOR-API handling for ceased SIs
- add new event type for ceasing
- collect/save needed data for cease
- update resync flow to skip these and extended doc updates
- new flow in update process for ceasing SI records
  - grew complicated so split this into a separate ticket BTR/BOR-API - Handle ceasing SI events / unceasing SI events #20143
  - can't overwrite whole record because they could have other roles
  - need to query current solr record and update the date range doc with the end date
