Dev Environment - Residential Exemption outputs are showing the wrong text. (Reference ticket #18310)

Should be:
Pursuant to section 21 of the Manufactured Home Act, this manufactured home is exempted from the Act except section 32 by an order of the Registrar dated {registration date and time} on Document Registration Number {doc reg number}.

The output text is different for Non-Res and Residential exemptions. Let me know if you'd like this as a new ticket to show both EXRS and EXNR
