Resolve data discrepancy in PROD caused by sync failure

Data synchronization between systems failed, leading to inconsistencies in stored records in COLIN.
This can potentially prevent subsequent filings for those entities being properly synced.

While we are working on improving the sync mechanism, we should also fix broken records

[DATA FIX] BC1026710:alteration of BC to BEN - OPS missed to update colin event id for this filing (This need to be noted in the OPS document for future reference)

[DATA FIX] BC0650936:alteration - missing certifyBy in json (old filing - filed through notebook)
