What's the difference between combo 1: BCeID Basic & BCeID Business and Combo 2: BCeID Both

When I use the CSS APP and need the BCeID IDP options, I can only pick either
Combo 1: BCeID Basic & BCeID Business
OR
Combo 2: BCeID Both
