settings-applier.service starts, it runs settings-committer,\nbecause it expects that sundog will have added generated settings to\nthe launch transaction.\n\nHowever, if pluto runs, it will have already committed any settings\nfrom sundog, which leads to this error when settings-committer runs\nagain:\n\n  Error sending POST to /tx/commit?tx=bottlerocket-launch:\n    Tried to commit with no pending changes\n\nFix this by having pluto add its own generated settings to the launch\ntransaction, so that settings-committer always has pending changes to\ncommit.\n\nSigned-off-by: Ben Cressey
