The sql pyio connector should have the SQL client, which is the main construct that integrates the daft sql features in Apache Beam.

Acceptance Criteria

The SQL client should be able to

parse the SQLOptions Beam pipeline options for establishing database connection and executing queries
connect to a specified database backend either using connectx or sqlalchemy
generate queries by accessing the physical plan scheduler, which is exposed in [FEAT] Enable to_json_string for physical plan Eventual-Inc/Daft#3023
