Itron 60W type 13 Water Meter reading only thousands of gallons?

Here is my output:

this is my Itron 60W water meter. I have confirmed the meter id as my meter.
The actual reading on the meter is 986,037.7 gallons.
The meter is transmitting every 5 to 30 seconds.
My water bill has my meter reading down to the gallon, so I feel confident the meter is transmitting the entire reading. Is this a translation problem or is the meter really only transmitting the reading in thousands of gallons?
All my neighbors meters are transmitting the entire reading, down to the gallon, maybe the 1/10 of a gallon.

@mattman-1978 I don't have an answer for you besides besides the suggestion that you should check out this thread (#264). It discuss the same topic.

However, I've spent the past two weeks trying to get readings from my 60W and cannot get any. Did you have to do anything special like change the frequency or anything else? I am a loss because my gas and electric meters work perfectly but this one evades me.
