v0.4 Release

This issue is to track remaining work for a new version of py-spy (v0.4) - which will support both python 3.12 and python 3.13.

There are a couple high priority changes that we need to get in for this release:

• Python 3.13 Support #708
• Detect GIL on python 3.12+ #692
• Fix python 3.10+ on Windows (Error: Failed to find a python interpreter in the .data section #684 ). Potentially fixed by (win, python >= 3.10) Fix symbol address resolution #672
• Don't require symbols in python 3.10+ #716

For getting windows working on python 3.10+ for this release - I'm thinking the easiest path for me might be to fix #716 first . This should be relatively straightforward to fix,
