HDM should be able to read ENC information

Some installations are using top scope variables from an ENC.
Most common ENC's re: Foreman and Puppet Enterprise.
Both offer an API endpoint which can be used to query for enc data.

HDM should check hiera.yaml file for topscope variables and only queries the configured ENC if required.

Puppet ENC is configured within puppet.conf file on Puppet Server.
In this case HDM needs the script and the credentials to run the script.

ENC usually uses the Certname as parameter.
