New feature: deploy new safes

A relevant feature for this project would be the creation of a "fleet" of fresh safes that can be used to execute all the commands in this script.

Thanks for the request! This is a good idea. Do you think we should continue reusing the already deployed fleet factory? I think it creates old versions of the safes that we have seen aren't great. We could perhaps bundle the transaction together with an upgrade, but maybe it's better to rewrite fleet factory to be upgradable and redeploy. Is this something you might wanna help with on Friday sometime? Maybe the fleet factory project should be a stand alone repo this project primarily focuses on execution on behalf of fleets.
