Allow usage via WORKSPACE as well as bazel modules

Currently there are some issues with bazel modules in certain situations.
For example, enabling them breaks rules_docker & rules_k8s on M1 macs.

This makes it fairly impossible to use this library on that platform unfortunately.

I am temporarely using the copy of this repo pre-bzlmod update with a patch to add the newer helm/kustomize versions, which is a potentially stopgap solution.
