Building skill stops gaining levels when any of the following mods are installed:

• KG Marketplace
• Odin On Demand + OOD Lib
• World Advancement Progression
• WardIsLove

and maybe others but that's all from my list of 108 mods after testing them 1 by 1

As mentioned in the other post regarding experience not being gained, StartupAccelerator could probably be added to this list.
