Support for forbidden zone in hydro projects

Some turbines undergo excessive wear due to cavitation in a zone within the operating range. To avoid this, the zone is treated as forbidden zone, i.e., the project does not operate within that zone. Add support for forbidden zone through additional opchar inputs to define the lower and upper boundaries of the zone defined as % of installed capacity.
