Describe the feature

In extension of issue #1111, it would be useful if the parameters such as exposure time and analogue gain could be changed at runtime without restarting rtsp-simple-server or the stream(s). There is already a ConfWatcher which could be used to detect changes to camera controls.

Notes:
Capture requests in libcamera can include a libcamera::ControlList which could make this possible. The controls and values just need to be synced to the process that reads from the camera.
