Cloud native graceful shutdown

In #33 graceful shutdown was implemented which is good. The current implementation will block incoming control channel connections during the shutdown sequence. For users running in the cloud we may want to take a different approach where we keep listening to connections while say k8s is still preparing the shutdown. Make this a configuarable option.
