Improve documentation of versioning and releases for the Python SDK and tools ecosystem

Users are often confused about the dependencies and requirements between botocore (v1 and v2), the AWS CLI (v1 and v2), and boto3.

Describe the solution you'd like

Write a documentation page that explains the dependencies, release cycle, and best practices (do's and don'ts) of using these SDKs and tools.
