📚 Description

Implement the core structure and layout of the question creation page, including form elements and validation.

📋 Acceptance Criteria

  • Create page layout with:
    • Title input field (max 200 chars)
    • Description rich text editor
    • Tag selection component
    • Difficulty level selector (Easy/Medium/Hard)
  • Implement form validation
  • Add submit/cancel buttons
  • Handle form submission errors
  • Mobile-responsive design
  • Loading states for submission
