Originally opened as adobe/brackets#4451

37 out of 161 EditorCommandHandler tests are failing due to improper closeTestWindow() call. closeTestWindow discards global references (particularly, Commands) and the subsequent tests fail.

This issues is a side-effect of erroneous change to the code.
