Comment by HamsterCoder Confirm on Win 7, x64. Maximazing and minimizing the window with double click brings this up a lot. Bar is this thing with close button and brackets logo.

How to reproduce:
1.Open brackets.
2.Press windows + D to go to desktop. Then press it again to get back to brackets.
3.Then press brackets icon at the top left corner.
4.Minimizing, maximizing brackets sometimes bring this issue.
