Originally opened as adobe/brackets#5939

I think would be nice to have a custom scrollbar style that fits the style of Brackets rather than the native OS look.

Thanks for your input@FezVrasta, but we're moving in the direction of the native look and are already have a user story for this https://trello.com/c/jhCb7dvV/909-windows-scroll-bars.
