Make 1p storage "ephemeral" when a site is blocked-then-visited by top level domain blocking #15097

Currently when a site is labeled as privacy harming by top-level domain blocking, a user can either back out and refuse to visit the site, or click proceed and risk the related privacy harms.

This feature would add a third option, to still visit the site, but make the 1p storage (in addition to the 3p storage) ephemeral. We may also wish to apply other protections to such sites (limit network requests, etc).
