Shields not shown in tear off tab

Important: This is follow up from #1276

Steps to Reproduce

1. Launch a clean profile
2. Open a new tab and visit youtube.com
3. Open a second tab and visit brave.com
4. Tear off tab from step 3 to a new window, shields is not visible
5. Click on URL bar on tear off window, shields is shown
