YouTube ads are no longer blocked

Description

YouTube has probably reworked their ad network again and Brave's ad-blocking is no longer effective

Steps to Reproduce

1. Open YouTube
2. Watch a video

Actual result:

Ads play before the video, this is currently the only noticeable area where YouTube ads play at the moment

Expected result:

For the video to play without preroll ads
