Tab groups are reset after app upgrade

Description

Tab Group are reset when upgrading app

Steps to reproduce

1. Clean install with Chromium 98 (v1.37.42)
2. Open some tabs
3. Create a tab group(s)
4. Update to app with Chromium 99 (v1.37.66)
5. Observe tabs when app relaunches

Actual result

Tab are not grouped

Expected result

Tabs should still be grouped

Update: this is not specific to C99, able to repro when upgrading on C98 builds.

I can't even enable the tab groups at all anymore...

Same here, I can't see an option to enable or disable tab groups.

Issue is no longer reproducible using latest GPS app (1.73.104) on Samsung devices.
