VPN Panel WebUI should be chrome-untrusted

As part of VPN feature review, it was decided to try to render the vpn panel in the chrome-untrusted protocol. This will deny access to some web APIs (such as camera and microphone), same as if it were a regular web page. This is an ok experiement since the url of the panel is never shown to users.
