Shields shows enabled icon even when disabled

Steps to Reproduce

1. Build from source
2. Visit any site in a new tab
3. Disable shields on the site, still shows active shields icon

Actual result:

Shields shows enabled icon even when disabled

Expected result:

Should show disabled shield icon and no badge count should be shown
