Summary
As part of #22921 we will give users the option to remove the privacy hub widget. This is due to a number of user complaints saying they don't want the widget on the NTP.

We need to ensure users can still easily access the privacy hub when the widget is hidden. One potential idea:

Make the privacy report available from Shields when on webpage (existing link) and on the NTP (display link on tap of grey Brave lion icon).
