Found when testing #5381

Reproduced on 1.7.x, 1.8.x, 1.9.x

Steps to Reproduce

  1. Clean profile
  2. Open https://enpt.dict.cc/
  3. Restart browser

Actual result:

Cosmetic Filtering is not applied

70% repro rate
