After upgrade, context menu for password manager does not show

Describe the issue you encountered:
If upgrading from 0.11.3 to 0.11.4 or newer, the context menu used to invoke your password manager of choice (1Password, Dashlane, LastPass) does not show up.

Expected behavior:
After upgrading, it should definitely show up.

• Platform (Win7, 8, 10? macOS? Linux distro?):
  All
• Brave Version:
  0.11.4 and later are affected
• Any related issues:
  Passwords are not saved using default settings #3516

Steps to reproduce:

• Ensure all Brave instances are closed
• Download session-store-1_bsc0.11.1.zip
• Unzip / move this session file to the appropriate location (Mac is ~/Libraries/Application\ Support/brave/), making sure to rename it as session-store-1
• Install a version of Brave which does not have the fix (0.11.4, 0.11.5, 0.11.6 beta releases)
• Launch Brave
• Visit Preferences > Security and verify 1Password is selected (but don't modify)
• Visit https://trac.torproject.org/projects/tor/login
• Right click inside the Username input field
• Notice that 1Password does not show in the menu
