Stop loading button shows as "Reload page"

Describe the issue you encountered:
When the site is (re-)loaded, hovering over the X in the title bar shows "reload page".

Expected behavior:
It should say "stop loading"

• Platform (Win7, 8, 10? macOS? Linux distro?): Windows 10 x64
• Brave Version: 0.12.3
• Steps to reproduce:
  1. Go to a website that takes a long time to load, like [https://upload.wikimedia.org/wikipedia/commons/d/d9/Der_Kaufmann_Georg_Gisze_%28Hans_Holbein_the_Younger%29.jpg]
  2. Hover over the stop loading 'x'
