should update dependency pg-types which depends on deprecated api

• pg-native@3.0.1 depends on "pg-types": "^1.12.1"

• pg-types@1.13.0 depends on "postgres-bytea": "~1.0.0", and newest is 4.0.1

• postgres-bytea@1.0.0 use new Buffer(input.substr(2), 'hex'), and newest is 3.0.0

• Buffer() constructor is deprecated

Suggestion

I think it might be better using workspaces, or said monorepo. So it might be easier to keep relative repo up to date.

Or use something like dependency bot.
