Sync to latest llvm/mlir to resolve RVV environment configuration problems #152

Currently the llvm version@8f966ce that buddy-mlir relies on has problems when cross-compiling MLIR to RISC-V, which makes it unable to build "build-cross-mlir" to verify the RVV-related cases(see this discourse created by YangSen @linuxlonelyeagle for more details). After verification, using the most recent commit @55662b2 can fix this issue, so we may need to find a chance to sync to upstream in recent times. @zhanghb97

This problem I told @zhanghb97 before and after we will solve this problem, but it should take a while.
