Lifecycle specification

Why there is no lifecycle specification ?

This would allow alternative implementation to be compatible with the other part of the ecosystem

Technically the lifecycle specification is spread across the Platform and Buildpack specs, but we've talked about making it somewhat more separate. I think this is simply waiting for someone with the cycles to work on it.

This discussion includes a lot of remarks, i think those about lifecycle specification are lost in the crowd. So keeping this one opened could still be an interesting reminder.
