Move build from travis to circleci #225

This will help us merge the repos, and circleci allows for more frequent building. And ideally building in lockstep so that there isn't a big gap between when the backend and frontend are built.

I vote for GitHub Actions. It's free, has very strong support from Microsoft and integrated with GitHub. I've used CircleCI before. It is costly and not as good. Some work has been started for potential migration to GitHub Actions for the backend and we have it implemented for the new netfile redaction repo.
