The reporting threshold is $2000 (of combined expenditures and contributions).

The ballot qualification deadline is in early August -- we should wait until the deadline to do the background research on candidates without registered committees. Until then, we should group all candidates without committees under a new section on the page that reads something like:

Other Candidates

Candidates who have raised and spent less than $2,000 are not required to file campaign finance statements.

Going to suggest revising the displayed text to:

Some candidates who are running for this position may be missing.
Only candidates who have filed at least one financial statement will appear on OpenDisclosure. Candidates who have raised and/or spent less than $2,000 are not required by law to file campaign finance statements.

If a candidate doesn't have a committee registered but is going to be on the ballot, I think it makes sense to have text that notes that the candidate does not have a registered committee and candidates with less than $2,000 in campaign activity are not required to register or report their campaign finances.

Where should we indicate those committee-less candidates in our spreadsheet so the note can appear on the front end? Should we add a True/False column for committee or no committee?
