Research Task - add meters_to_nearest_shn as column for ca_transit_stops

Research Task

Use this template to create issues that represent small chunks of work (.5 - 2 days) that stand alone, or represent incremental work as part of an Epic Issue Template.

• Relevant PR (if applicable):

• Question or Goal: Right now, ca_transit_stops is simply a layer of unique GTFS bus stops in the state. Uriel would like a column that is numeric and captures distance to the nearest SHN.

• Data Required:

  • Currently have: do this for open_data/ca_transit_stops

• Metrics: add a step to spatially join state highway network to stops and calculate distance, and keep the minimum distance (nearest highway).

• Expected Outputs / Findings: perhaps this is a useful column more broadly if users want to filter on stops of interest that are closer to highways. We might specify which highway is the nearest, but let's broadly keep this applicable as a numeric column rather than getting into nitty gritty. Users will still have to do spatial joins to find out all the highways that it's near, we'll provide the nearest straight line distance.

• Also, adding these column would prove to be confusing for stops we publish outside of CA, since this SHN is specific to CA
