Scroll operations should call target action pairs and delegate methods (when possible)

I've been banging around the server recently. I believe you've had problems with the scroll API not calling the delegate methods.

I think I see a way forward.

Hi Joshua, I had problems with scroll API in one project. However, I'm not involved with that particular project anymore but I found old example project where I was able to reproduce the issue: https://github.com/JaniJegoroff/ICViewPager
