[Feature Request] ChatAgent memory setting enhancement

Motivation

Discussed with @dandansamax , currently, the user needs to pass memory after initializing the ChatAgent for it to function correctly due to the logic in init_messages. While this can be optimized, simply reintroducing memory after init_messages is not an ideal solution, as it leads to inefficiency and complications in handling system messages. Need better design to do the enhancement
