As part of #12668 we saw that refreshing Ceph RBD backed volumes does not use the optimized volume transfer.
Since the section about the optimized volume transfer is merged together with the concept of refreshing, a new entry is added to the drivers feature comparison that depicts the support for optimized volume refreshes across the various drivers.
Furthermore the optimized volume transfer section is now split into transfer and refresh in order to explain its features separately.
