Device: Don't require usb devices to have a serial #13428

Fixes regression from #13419 which was now requiring that USB devices have a serial file before considering them as candidates.

But not all USB devices provide a serial.

Also fixes unnecessary error from fanotify during LXD shutdown.

Fixes regression from 8fcba7a

As not all USB devices provide a serial file.

This was preventing adding those devices to instances.

I noticed sometimes during shutdown we would see these errors in the log.
