Fixes regression from 8fcba7a As not all USB devices provide a serial file. This was preventing adding those devices to instances. Signed-off-by: Thomas Parrott <thomas.parrott@canonical.com>

Fixes regression from #13419 which was now requiring that USB devices have a
serialfile before considering them as candidates.But not all USB devices provide a serial.
Also fixes unnecessary error from fanotify during LXD shutdown.
