Enhancement Proposal

Currently the e2e tests in traefik require the dev config option to be enabled in oathkeeper.

    await ops_test.model.deploy(
        OATHKEEPER_CHARM,
        channel="latest/edge",
        config={"dev": "True"},
        trust=True,
    )

Once tls support is added, the option can be removed.
