Website docs: Contributing docs page

Acceptance criteria

• Re-title 'Documentation' page to 'Contribute docs'
• Maintain path as contributing/documentation and maintain Documentation in the LHN
• No longer need to re-path to contribute-docs
• No longer need to create re-route link
• Merge content relating to website documentation from the following pages documentation, components, and patterns into 'Contribute docs' page and
• Rewrite or remove outdated content
• Update content on 'how to publish docs'. Videos or images will be added in a later PR.
• Remove content pertaining to general creation of a new component or pattern
• Decide what to do with 'components' and 'patterns' pages, as the content on the process of creating a new component needs a home---> We decided to keep these pages alive until we rewrite the 'Get Started' page
• Review with design team
