[Enhancement] /incendy command is public

[Incendy-Bot]

The /incendy command which results in a pretty big message is not by default only shown to the person that used the command. Even though it's use is rare, it's even rarer for people to use it to showcase Incendy, it's mainly used by new members. Hiding it by default would prevent flooding.
