Context

I'm trying to read more about why we implemented the tokenfilter.

Problem

We don't have an ADR that describes the historical context for the tokenfilter.

Proposal

Write an ADR. Some historical context that may help

Alternatively add to the tokenfilter README a section on why we implemented it.
