Summary of Bug

Currently, with an initial balance of 1000000000000000utia, an orchestrator is able to submit 30 attestations and then it gets out of balance.
We need to investigate the price of the transactions and how we're building them.

Version

2fef6fd

Steps to Reproduce

Running the QGB e2e tests and wait for 30 attestations to be submitted
