Investigate protobuf CI failure

Over the course of #63 being up, one CI test started failing Build & Push SDK Proto Builder / build (pull_request), with the failing errors being

The only change made during that time was switching to a tagged release instead of a specific commit. This leads me to think that it could be a change made to the docker containers used or something else external, but I am unsure.

This was blocking all of our ABCI++ changes, and the failure is only in CI and not when compiling protobuf files locally, so while we are merging #63, we still need to look into exactly why this CI failure is occurring.
