Add repo structure information to main README file

To do:

  • Create links and descriptions
  • Create doc and live links
  • list packages without a README or unclear readme (see PR)
  • Can packages be grouped in categories?
  • Should some package folders be moved?
  • Should a package be listed as a supporting package for another package?
  • Are there packages that can't be used by non-celo team contributors? Packages that are built for private services?
  • Who are the package owners?
  • Improve and correct package descriptions
  • Add missing package descriptions
