Instructions for running Azure validator system

Expected Behavior

Potential validator operators should be able to easily use the ARM templates to create a validator system on Azure. They should understand how to generate/get the values required by the templates.

Current Behavior

Users are expected to be familiar with the process for spinning up a validator manually (e.g., https://docs.celo.org/v/master/getting-started/baklava-testnet/running-a-validator)

They're also expected to have knowledge of https://github.com/celo-org/celo-monorepo/tree/master/packages/terraform-modules-public/example#ethereum-accounts.
